الإغراق- الذي نعنيه هنا- هو الذي يؤدي إلى تدهور الصناعة المحلية وقد يقضي عليها تمامًا، كما أنه يلحق أكبر الأضرار بالمستهلك المحلي- وإن كان يجلب له منفعة عاجلة- وذلك عندما يتحقق للمغرق ما يصبو إليه وهو القضاء على منافسه ثم يحتكر السوق ويفرض ما يحلو له من أسعار على المستهلك المحلي، فالإغراق إذن هو صورة من أهم صور المنافسة غير المشروعة، وهذا ما تؤكده هذه الدراسة بمشيئة الله تعالى.
والتي تهدف في مجملها إلى بيان المنافسة المشروعة وحالات المنافسة غير المشروعة وكيفية حماية الأسواق من ظاهرة الإغراق بقصد حماية المستهلك والمنتج المحلي وكذلك الاقتصاد القومي بصفة عامة من مخاطر المنافسة غير المشروعة وبخاصة من الإغراق.
وتتناول الدراسة أربعة محاور أساسية: أولها: بيان ماهية المنافسة ومتى تكون المنافسة غير مشروعة، وبيان وظائفها وصورها وكذلك بيان سماتها وشروطها وكيفية حماية المنافسة من الممارسات المقيدة لها وذلك في النظم الوضعية وفي الشريعة الإسلامية، ثانيها: ماهية الإغراق وموقف الإسلام منه، ثالثها: حماية المنافسة من الإغراق (مكافحة الإغراق)، رابعها: ظاهرة الإغراق في جمهورية مصر العربية وسبل مكافحته.
