تناولت هذه الدراسة الإشكاليات والمعيقات التي واجهت نواب المجلس التشريعي الفلسطيني في كتلة التغيير والإصلاح التابعة لحركة حماس بعد فوزها الساحق في الإنتخابات التشريعية الفلسطينية 2006م، مما عطل دورهم الذي يتمثل أساساً في التشريع والرقابة والمحاسبة.
تكونت هذه الدراسة من خمسة فصول رئيسه وخاتمة وتوصيات: تناول الباحث في الفصل الأول: مشكلة الدراسة وخلفياتها، وفي الفصل الثاني: تناول فيه التعريف بالمجلس التشريعي الفلسطيني وإفرازاته ومفهوم التنمية السياسية.
وفي الفصل الثالث: تناول التغيرات السياسية، وردود الأفعال الدولية والإقليمية والداخلية على نتائج الإنتخابات، وفي الفصل الرابع: قام الباحث بوضع إستبانه تم تعبئتها من قبل نواب كتلة التغيير والإصلاح في الضفة الغربية، وتحليلها إحصائياً حسب نظام (spss) وأخيراً في الفصل الخامس قام الباحث بإجراء مقابلات مع بعض النواب تناولت الإشكالات التي اعترضتهم وتحليلها والخروج بنتائج وتوصيات وخاتمة.
