يدرس هذا الكتاب العلاقات السورية- الأمريكية خلال فترة الخمسينات من القرن العشرين، اعتماداً على الكثيرمن الوثائق السرية التي أفرج عنها في بريطانيا وأمريكا، ويظهر كيف حاولت الولايات المتحدة عبثاً، خلال الحرب الباردة، ضم سورية الى دائرة نفوذها، ومنع الاتحاد السوفييتي من التوسع والوصول الى منابع النفط. لقد رأت الولايات المتحدة في كل تقارب بين سوريا والاتحاد السوفيتي توسعاً سوفييتياً لبسط دائرة نفوذ الشيوعية على مساحات أكبر. واعتبر المسؤولون الأمريكيون من هو ليس معهم بأنه ضدهم، وعجزوا عن إدراك تطلعات السوريين الوطنية، ومدى عمق المشاعر القومية العربية. من جهتها وجدت سوريا أن نهج الحياد الإيجابي يخدم أهدافها الوطنية ويتوافق مع تطلعاتها القومية بشكل أفضل من الانحياز لأحد المعسكرين الشرقي أو الغربي، كما رأت في سياسة الولايات المتحدة، المتحالفة مع الامبريالية البريطانية، والمنحازة الى الصهيونية، دون أي اعتبار للآمال الوطنية العربية وزخمها القومي، تهديداً مباشراً لها وانتهاكاً لعزتها القومية، دفعها أكثر فأكثر للإصرار على موقفها والالتزام بسياسة الحياد الإيجابي.
