لقد ارتفعت أسعار البترول فجأة بدرجة غير متوقعة وتضخمت أرصدة السعودية ودول الخليج بما يفوق درجة استيعابهم لهذه الثروة، ومع ذلك منعت هذه الدول حق فقراء المسلمين في زكاة الركاز التي فرضها الله سبحانه وتعالي، وكانت النتيجة أن الله سلط عليهم من يستولي علي هذه الثروات تحت مسمي "صفقات سلاح"، وقد اختصت السعودية بالذكر نظرا لأنها الدولة الوحيدة في العالم التي تتباهي بتطبيق الشريعة الإسلامية، نعم إنها انفردت فعلا بذلك ولكن فيما يخص "واجبات المسلم فقط" فتقيم الحدود علي ضعاف الآثمين وتفتش عن المنكر داخل الصدور، ثم تعاقب عليه، أما فيما يختص بتطبيق الشرع في "حقوق المسلم" فهذا شأن لا يعنيها، ومن يبخل عن إعطاء صاحب الحق حقه فمن باب أولي أن يبخل عن أداء زكاة الركاز التي تبلغ خمس عائدات البترول وهذا موضوع كتابنا، الذي ختمناه برسالة موجهة إلي المفتي العام في السعودية لاستفتائه عن حق فقراء المسلمين في عائدات بترول السعودية ودول الخليخ.
