في هذا البحث تناولت دراسة (العلاقة بين السلطات في الدساتير العراقية) الصادرة من سنة 1925 - 1970 وذلك في محاولة لدراسة وتحليل ونقد ما ورد في الدساتير العراقية من مواد بشأن العلاقة بين السلطات لتسليط الضوء على هذه النصوص الدستورية واستجلاء معانيها ومقاصدها وتتبع تطبيقها وصولاً إلى معرفة مدى صلاحية هذه المواد وملاءمتها للأغراض التي شرعت من أجلها وهل ساير التطبيق الغايات التي توخاها واضعوا هذه الدساتير. أملين أن يفيدنا كل ذلك في استخلاص العبر والدروس منها وكشف جوانب النقص فيها لتجنبها في المستقبل وكذلك التعرف على الجوانب الإيجابية فيها للتأسيس عليها والاستفادة منها في المستقبل.
كما حاولنا وبتواضع المساهمة في سد بعض ما لاحظناه من نقص في البحوث والدراسات المتعلقة بالدساتير العراقية بشكل عام وفي موضوع العلاقة بين السلطات بشكل خاص.
وقد وضعنا خطة تعتمد على تقسيم الموضوع إلى فصول حسب المراحل السياسية التي مر بها العراق. وعلى ذلك فقد تم تقسيم البحث إلى أربعة فصول هي:
الفصل الأول: العلاقة بين السلطات (دراسة تمهيدية في المبادئ العامة).
الفصل الثاني: العلاقة بين السلطات في القانون الأساسي لسنة 1925.
الفصل الثالث: العلاقة بين السلطات في ظل الدساتير المؤقتة من سنة 1958 - 1968.
الفصل الرابع: العلاقة بين السلطات في 12/أيلول/1968 ودستور 16/ تموز/1970.
وسننهي هذه الدراسة بخاتمة تتضمن اهم الاستنتاجات.
