إن القانون الدستوري بموضوعاته الشيقة، ليعد ذات جانبية خاصة وأهمية بالغة، فأي أهمية أكثر من أن يتعرف الفرد على البنيان الأساسي لدولته، سواء تعلق ذلك بشكل هذه الدولة، وحكومتها وسلطاتها العامة، والعلاقات التي تحكم هذه السلطات، أو تعلق ذلك بحقوق الأفراد وواجباتهم، وحرياتهم، تلك الموضوعات التي يشعر الفرد من خلال دراستها بقيمته وذاته، فمادة القانون الدستوري لا تنكر أهميتها ودراستها لتنمية الوعي السياسي الناضج.
لذا، وضع المؤلف هذا الكتاب الذي أسماه "المقدمة لدراسة القانون الدستوري"، وتناولته الدراسة من خلال فصول ثمانية: الفصل الأول منها: تناول فيه ماهية القانون الدستوري من خلال المعايير التي قيلت فيه وذلك في مبحث أول، والمبحث الثاني عن مكانة القانون الدستوري وعلاقته بغيره من القوانين، أما الفصل الثاني فقد تحدث فيه عن مصادر القانون الدستوري، والفصل الثالث عن الأساليب المختلفة لنشأة الدساتير والتي تتراوح فيما يسمى بالطرق الديمقراطية، والطرق غير الديمقراطية.
أما الفصل الرابع فقد خصص للبحث في أنواع الدساتير، والفصل الخامس تناول فيه سمو القاعدة الدستورية والنتائج المترتبة على ذلك والفصل السادس كان للحديث عن نفاذ القاعدة الدستورية وذلك من خلال البحث في تفسير القاعدة الدستورية، وضمانات نفاذ هذه القواعد، والفصل السابع تكلم فيه عن تعديل القواعد الدستورية، أما الفصل الثامن الأخير فكان عن نهاية الدساتير.
