في بداية رسالته وكانت مناراً للعلم والعلماء لهذا كانت وسيلة قطع العلاقات الدبلوماسية إحدى الوسائل التي تلجأ إليها الدول في حالة قيام الحرب أو النزاع المسلح الدولي، وتحدثنا عن أسباب قطع العلاقات الدبلوماسية، والآثار المترتبة على ذلك، وكان موضوع هذا الكتاب عن العلاقات الدبلوماسية بين العراق وإيران في الفترة الماضية نموذجاً لهذه الدراسة، وثم إستعراض موجز للحرب العراقية - الإيرانية وآثار قطع العلاقات الدبلوماسية بين الدولتين، وإعادة العلاقات الدبلوماسية بينهما حالياً.
