يناقش هذا الكتاب الدور الذي يلعبه الإطار المؤسسي في عملية التنمية، وهو انعكاس للاهتمام المتزايد بالدور الذي تمارسه الأوضاع الاجتماعية والسياسية والثقافية على عملية التنمية بصفة عامة، والذي صار موضوعًا للاهتمام بين المتخصصين في دراسات التنمية في العقدين الماضيين، ويركز بصفة خاصة على هذا الدور في مصر. والمقصود بالمؤسسات هو قواعد ناظمة للسلوك تسندها حوافز وجزاءات تعزز إتباع المواطنين لها، وقد تكون هذه القواعد رسمية مثل قواعد الدستور والقانون والعقود، وقد تكون غير رسمية نابعة من العرف والتقاليد والثقافة بصفة عامة، وقد تكون قواعد بسيطة مثل قواعد المرور أو الانتخابات، أو مركبة مثل النظام التعليمي أو المصرفي أو القضائي، ولكنها لا تكتسب صفتها المؤسسية إلا إذا أثرت على سلوك المواطنين، ولهذا السبب فقد تفتقد القواعد القانونية والمنظمات الرسمية الصفة المؤسسية إذا ظلت حبرًا على ورق، أو إطارًا لا ظل له على أرض الواقع. كما أن القواعد المؤسسية ذاتها ليست من طبيعة واحدة من حيث تأثيرها على عملية التنمية، فبعضها حافز على التنمية، وبعضها الآخر معوق لها وقد عكف مؤلفو فصول هذا الكتاب من أساتذة الجامعات والخبراء على بحث أسباب تعثر التنمية في مصر من خلال دراسة الأبعاد المختلفة للإطار المؤسسي لعملية التنمية في مصر، سواء كان هذا الإطار كليًا مثل الدستور والنظامين السياسي والاقتصادي، أو كان قطاعيًا وفرعيًا مثل الإدارة الحكومية والمحلية أو الزراعة أو النظام المصرفي أ والنظام القضائي. ويأمل شركاء التنمية، وهم يقدمون في هذا الكتاب، باكورة إنتاجهم العلمي، أن يثير ما يستحقه هذا الموضوع الهام من نقاش ومتابعة على أرض الواقع.
