أدت التغيرات الناجمة عن عملية التحوّل والإندماج في إقتصاديات العالم إلى فرض واقع إقتصادي وإجتماعي وسياسي جديد ، إذ أخذ التحليل الإقتصادي يؤكد على الأدوات التحليلية النوعية فضلاً عن الأدوات الكمية للكشف عن أسباب الفشل في الخطط التنموية في البلدان النامية ومنها العراق على الرغم من امتلاك الكثير من هذه البلدان لموارد مادية وبشرية كبيرة .
واليوم تطرح أفكار المدرسة المؤسسية الحديثة بشكلها الليبرالي الجديد ، التي لا تختلف بإيديولوجيتها العامة من حيث الاهتمام بالمؤسسات ، وإنما بالدور التدخلي للدولة في الحياة الاقتصادية والإجتماعية والإهتمام بالجوانب التاريخية لتلك البلدان وكان من أبرز الإقتصاديين في هذه المدرسة أولفر ويليامسون ( Oliver Williamson ) ودوغلاس نورث ( Douglas North )
ولبيان دور المؤسسات في التنمية تم استخدام مؤشرات عدة مهمة منها مؤشر المخاطر القطرية ومؤشر ريادة الأعمال ومؤشر الحرية الاقتصادية ومؤشر الديمقراطية وغيرها ، فضلاً عن مؤشر الإزدهار الذي يصدر عن مؤسسة لوغاتم ، لما يتمتع به من مميزات لمجموع مؤشراته الفرعية التي تضم الجوانب الاجتماعية والإقتصادية والسياسية لنحدد نوعية المؤسسات التي تدير عملية التنمية في البلدان المختارة بدراسة تحليلية مقارنة ، إذ أكدنا على العوامل الاجتماعية إلى جانب العوامل الاقتصادية والسياسية في تحليل الكثير من المتغيرات وبشكل مقارن للكشف عن الكيفية التي تحققت بها مستويات عالية من التنمية في بلدان دون أخرى ، فضلاً عن تأثير تلك المؤسسات في تحديد كلفة المعاملات التي تؤثر بنحو كبير في القرارات الإستثمارية لكل بلد .
