يوجد في الوقت الحاضر توجه على نطاق واسع نحو التحرر الاقتصادي وإزالة القيود المفروضة على العلاقات الاقتصادية بين الدول، وهو ما يعني زيادة درجة المنافسة بين المشروعات المتوطنة في مختلف أرجاء العالم. كما أن هناك اتجاه متزايد نحو إفساح المجال أمام القطاع الخاص ليقيم مشروعات كان من المعتاد أن تقوم بها الحكومة ألا وهي مشروعات البنية الأساسية، وفقاً لنظام Bot. ولا شك أن هذا يزيد من أهمية دراسات الجدوى في تقويم المشروعات.
ولقد تم تطوير هذا الكتاب في طبعته الثانية بدرجة كبيرة ليعكس التغيرات التي حدثت في مجال العلم، وكذلك في مجال الواقع. وتحتوي هذه الطبعة على ستة فصول جديدة لم تكن موجودة في الطبعة الأولى وهي الفصل السادس "التحليل الحدي لمقارنة المشروعات مانعة التبادل"، والفصل السابع "الجدوى التجارية باستخدام مكافئ القيمة السنوية"، والفصل الثامن "تقويم المشروعات المستقلة وموازنة رأس المال"، والفصل العاشر "الجدوى الاقتصادية وأثر التضخم"، والفصل الثامن عشر "مشروعات البنية التحتية المحولة Bot"، والفصل التاسع عشر "نموذج تطبيقي لمشروع صغير". وخضعت الفصول الأول والثاني والثالث والخامس والتاسع والحادي عشر والرابع عشر لتغييرات جوهرية. وأصبح الكتاب بذلك يحتوى على ثلاثة أقسام، القسم الأول: دراسات الجدوى التجارية للمشروع، والقسم الثاني: التقويم الاقتصادي للمشروع، والقسم الثالث: تحليل الجدوى الاجتماعية للمشروع.
