التغيير الذي يمر به السودان في كافة المجالات يؤكد علي أهمية التعليم بصفة عامة ، وعلي ومحو الأمية وتعليم الكبار بصفة خاصة ، ودورهما في إرساء دعائم البناء الوطني خاصة - والسودان يعيش ظروفاً جديدة تتطلب إعداد قوي الشعب لتلعب دورها في التنمية ، حيث تقف الأمية عقبة في سبيل تحقيق التنمية الشاملة ، فمحو الأمية مسئولية كل فرد من أفراد المجتمع ، إن السودان أحد الدول النامية التي تعاني من الأمية بشقيها ، حيث بلغت نسبة الأمية فيه 37% للجنسين، وبما أن وسائل الاتصال الجماهيري هي القوة الفعالة في واجهة صعوبات تعليم الكبار والإسراع بدفع عجلة التقدم العلمي في أي دولة في العالم علي وجه العموم والدول النامية علي وجه الخصوص ، فإهمال هذه الوسائل يعتبر من المشكلات التي تواجه السودان من أجل التقدم العلمي ، ومن الثابت أن عدم الإهتمام بوسائل الاتصال من أهم معوقات تعليم الكبار، كما أنها تلعب دوراً خفض المستوي الثقافي لدي الشعوب ، ونتيجة لهذا أولت الحكومة عناية خاصة بمشكلات الأمية ورفع المستوي الثقافي بكافة قطاعات المجتمع السوداني ، حيث إن العالم دخل في القرن الواحد والعشرين، وبه نحو بليون من البشر غير قادرين علي قراءة كتاب ، والتوقيع بأسمائهم ، ناهيك عن تشغيل حاسب آلي .
