هذا الكتاب هو عبارة عن فهرسا للمخطوطات التركية العثمانية والذى استمر اعداده عدة سنوات ويحتوي على توصيف عدد كبير من المخطوطات باللغة التركية وقد رتب الفهرس حسب عناوين الكتب ترتيبا هجائيا مع الحرص على اتباع عدة قواعد وهى ذكر المخطوط كاملا مع الإشارة إلى ما اشتهر به من أسماء أخرى وذكر اسم المؤلف بالكامل مصحوبا بلقبة وكنيته وشهرته وتخلصه مع تحديد تاريخ وفاته أو العصر الذى ألف فيه الكتاب مع نبذه عن المخطوط وسبب تأليفه وتاريخ الفراغ منه او أى معلومات أخرى توضح أغراض الكتاب ومقاصده وتحدد أبوابه وفصوله مقتبسه من ديباجة المؤلف او معتمدة على مراجع بيلوجرافية وعلمية موثوق بها وكذلك اثبات نص العبارة التى يبدأ بها المخطوط والوصف المادي للمخطوط مع ذكر نوع الخط واسم الخطاط والإشارة إلى بعض الملاحظات التى يهم الباحث معرفتها كوضع أرثام مسلسلة أمام كل نسخة من المخطوط للاستعانه بها فى استعمال الكشافات الملحقة بالفهرس
