تعتبر مصر ليست الدولة الوحيدة التي تعاني من مشكلة العشوائيات بل يوجد العديد من الدول النامية وأيضاً بعض الدول المتقدمة وإن إختلفت أبعاد المشكلة ووطأتها، ونظراً لتعاظم هذه المشكلة وتداعياتها الخطيرة خلال العقود الثلاثة الماضية في مصر فقد أصبحت من القضايا الملحة التي تحتاج إلى مواجهة شاملة للحد من إنتشارها ومعالجة آثارها السلبية.
تعد العشوئيات مشكلة إجتماعية وإقتصادية وثقافية ناتجة عن إضطراب التوازن الإجتماعي داخل المجتمع، كما أنها تمثل ظاهرة تتميز بها غالبية مدن العالم الثالث، وتعاني منها بعض الدول المتقدمة وإن إختلفت أبعاد المشكلة ووطأتها، ونظراً لتعاظم أزمة العشوائيات السكنية وتداعياتها الخطيرة على المجتمع برمته خلال العقود الثلاثة في مصر، فقد أصبحت من القضايا الملحة والخطيرة التي تحتاج إلى مواجهة شاملة للحد من إنتشارها ومعالجة آثارها السلبية، والمسئولية الإجتماعية للصحافة هي مجموعة المهام التي يجب أن تلتزم بتأدينها الصحافة أمام المجتمع في مختلف المجالات السياسية والإقتصادية والإجتماعية والثقافية بشرط أن يتوافر للصحافة حرية حقيقية تجعلها مسئولة.
