"نظراً لتعاظم أزمة العشوائيات السكنية وتداعياتها الخطيرة علي المجتمع برمته خلال العقود الثلاثة في مصر، فقد أصبحت من القضايا الملحة والخطيرة التي تحتاج إلى مواجهة شاملة للحد من إنتشارها ومعالجة آثارها السلبية. والمسئولية الإجتماعية للصحافة هى مجموعة المهام التي يجب أن تلتزم بتأديتها الصحافة أمام المجتمع في مختلف المجالات السياسية والإقتصادية والإجتماعية والثقافية بشرط أن يتوافر للصحافة حرية حقيقية تجعلها مسئولة أما العقل والمنطق والمجتمع ومصلحته العليا.
وما يرجى من الصحافة في هذا الإطار هو أقل بكثير مما هو قائم، حيث أن إمكانيات الصحافة بحكم خصائصها وسماتها تتيح لها كوسيلة إعلامية جماهيرية أن تقدم أكثر وتؤدي أفضل وتحقق لمجتمعها وتشارك مع الجماهير مسيرة التنمية والتقدم والتحديث.
ولذلك فإن من أهم ما تنتظره الجماهير من الصحافة أن تجد بين يديها تقريراً شاملاً وحقيقياً للأحداث اليومية، وأن تجد في صحافتها مساحة للنقد البناء والتعليق على الأحداث والوقائع والمشكلات والقضايا التي تناولها الصحافة. وقضايا العشوائيات أو السكن العشوائي لم تحظ بإهتمام الدراسات الإعلامية وخاصة في بحوث الصحافة والاعلام على الرغم من أهميتها وخطورتها التي تؤثر بشكل مباشر وغير مباشر على المواطن المصري. ومن أجل ذلك كان هذا الكتاب الذي يستعرض ظاهرة العشوائيات في مصر والعالم العربي بهدف تبصير المسئولين عندنا بضرورة الاهتمام والنظر بعين الانسانية الي سكان هذه المناطق باعتبارهم مواطنين لهم حقوق المواطنة ومن ناحية أخري تشجيع الباحثين علي عمل دراسات متعددة عن العشوائيات وتقديم الحلول المنطقية من أجل الحد من هذه الظاهرة والقضاء عليها تماما والارتقاء بمجتمعاتنا الي مستقبل أفضل.
