"كانت معاهدة باريس عام 1856 أول معاهدة يوقعها السلطان لايكون فيها أي إنتقاص لممتلكاته أو إضعاف لقوته، لقد جعلت باريس لتركيا مركزا أكثر من ذي قبل، وضمنت علي الأقل نظريا إنضمام الدول الأوروبية الغربية إلي جانبها ضد روسيا لحين من الدهر، وجعل أمر أستقلالها في أمورها الداخلية جزءا من القانون الدولي والدبلوماسية الأوروبية، كما دمرت قوة روسيا الحربية عدوة تركيا التقليدية لمدة عشرين عام"
