إذا ذكروا المسئلة الشرقية أرادوا بها حال المملكة العثمانية بالنظر إلى مصالحم أو مطامعهم وقد يريدون بها الدرنيل خاصة وهو قلب المملكة العثمانية. وقد مضى قرنان وهم يختلقون الأسباب لتمزيقها.
وقد تقلبت المسئلة الشرقية في اثناء هذا التمدن على أوجه كثيرة ولا سيما بعد حروب الدولة العثمانية مع روسيا وبما ان الدولة العثمانية اسلامية صار المفهوم من المسئلة الشرقية الاسلامية.
وقد شغلت مسائل الشرق الأدنى اذهان الساسة وقراء الصحف واقلق محبي السلام ما شجر من الخلاف بين الترك واليونان مما دعا الفريقين إلى امتشاق الحسام وبعثت المسئلة الشرقية من مرقدها فكان لابد من كتاب يجمع بين دفتيه- ولو بهيئة مختصرة- تاريخ تطور تلك المشكلة فكان هذا الكتاب.
