Diplomacy is the carrying out of foreign policy toward other states, organization and individuals, for the purpose of maximizing the country’s prosperity, security, power and independence. Defense policy is a twin of diplomacy, seeking to achieve the same foreign policy goals but using different means. This monograph will first examine the United Arab Emirates’(UAE) diplomacy and then its defense policy. The foreign policy of the United Arab Emirates, as with any country, may be understood as deriving from those fundamentals, namely its objective conditions; the philosophy and approach of the leaderships, which must set priorities and choose between conflicting goals; and those aspects of the (changing) regional and international environment that the leadership perceives an important to the country.
