يمكن فهم السياسة الخارجية لدولة الإمارات العربية المتحدة، كما في حالة أي دولة أخرى، على أساس أنها مستمدة من ثلاث ركائز أساسية، هي أوضاع الإيجابية، والفلسفة والتوجه اللذان تنتهجهما القيادة التي تحدد بدورها الأولويات وتختار ما يلائمها من بين أهداف متعارضة، بالإضافة إلى الجوانب المتعلقة بالبيئتين الإقليمية والدولية والتي تعتبرها القيادة ذات أهمية بالنسبة للدولة.
