يضم هذا الكتاب في مقدمته التعريف بالقسم الخاص من قانون العقوبات، وخصائصه وأهميته وإختلاف مدلوله عن قانون العقوبات الخاص، وتبويبه.
وتتوزع الخطة العامة للكتاب على قسمين أساسيين هما: القسم الأول: ويتضمن الجرائم المخلّة بواجبات الوظيفة والثقة العامة، ويتفرع إلى بابين: الأول في الجرائم المخلّة بواجبات الوظيفة، وهي: جرائم الرشوة في القطاعين العام والخاص، وجريمة صرف النفوذ، وإختلاس المال وإستثمار الوظيفة.
ويتضمن الباب الثاني: الجرائم المخلّة بالثقة العامة وهي: جرائم تقليد الأختام والعلامات والعملة والطوابع وإساءة إستعمالها، والتزوير في المحررات (الأوراق) وإستعمال المزوّر.
وأما القسم الثاني: فيضم جرائم الإعتداء على الأشخاص والأموال.
وقد توزع على بابين: الباب الأول: في جرائم الإعتداء على الأشخاص، ويضم القواعد العامة في جرائم القتل، وأنواع القتل المقصود والخطأ، وفئتي جرائم القتل المقصود المغلّظ الموجبة للمؤبد والإعدام، وجرائم القتل المخفّف وأسباب تبرير وموانع المسؤولية في القتل وفئة القتل الخطأ غير المقصود بقواعده المشتركة، وأنواعه البسيطة والمشدّدة، وجناياته وأسباب التبرير وموانع المسؤولية فيها.
وأما الباب الثاني: ففي جرائم الإعتداء على الأموال، وتناول في الفصل الأول: التعريف بالسرقة وأركانها، وأنواعها البسيطة والمشدّدة والموصوفة وحالات تخفيض العقوبة.
وتضمن الفصل الثاني جريمة الإحتيال (النصب) من حيث تعريفها وأركانها وظروفها العادية والمشدّدة.
واشتمل الفصل الثالث على جريمة إساءة الإئتمان موضحاً ماهيتها، وأنواعها العادية والموصوفة.
