ولد بقرية برقة التابعة لمحافظة نابلس بفلسطين.
خرج من فلسطين وهو ابن ست عشرة سنة، إلى المدينة المنورة بالمملكة العربية السعودية، وأكمل دراسته الثانوية العامَة هناك، ثم أكمل الدراسة في الجامعة الإسلامية بالمدينة المنورة، وحصل على البكالوريوس من كلية الشريعة، ومكث فيها فترة من الزمن، ثم غادر إلى الكويت عام 1966م، واستكمل الأشقر رحلته العلمية بدراسة الماجستير في جامعة الأزهر، ثم حصل على الدكتوراه من كلية الشريعة بجامعة الأزهر عام 1980م، وكانت رسالته في "النيات ومقاصد المكلفين" في الفقه المقارن، وعمل مدرسًا في كلية الشريعة بجامعة الكويت.
بقي الشيخ بالكويت حتى عام 1990م، ثم خرج منها إلى المملكة الأردنية، فعيِن أستاذًا في كليَة الشريعة بالجامعة الأردنية.
وكان عميد كلية الشريعة بجامعة الزرقاء سابقا.
ثم تفرغ للبحث والكتابة، وأصدر عدداً جيداً من الكتب والأبحاث.

لقد خاض العلماء والعقلاء قديما وحديثا في أمر القضاء والقدر فساروا في كل واد وتولجوا كل مضيق , وركبوا كل صعب وذلك ؛ كل ذلك من أجل الوصول إلى معرفته والوقوف على حقيقته ؛ فصنف فيه المصنفون الكتب وكل كاتب ممن ألف يطلب الوصول في كتابه إلى حقيقة العرفان , وكل قد اختار لنفسه قولا لا يعتقد الصواب في سواه , ولا يرتضي إلا إياه – إلا من رحم ربي – ولقد جاء هذا الكتاب ليعرض هذا الموضوع الشائك بموضوعية كاملة دون تحيز لرأي , متأسيا في ذلك بمنهج أهل العلم ممن شهد له بالأستقامة والإمامة في الدين والعلم ؛ ولذلك فقد كثرت فيه التقول من أقوال أهل التقى والصلاح من السلف الصالح اتباعا لسبيل المؤمنين , وأملا في أن لا ينحرف المسار بالكتاب فنحيد عن منهجنا , ولقد كانت آيات القرآن وأحاديث الرسول صلى الله عليه وسلم هي النور الذي نهل منه الكتاب والعلم الذي دون فيه.
