أعد هذا الكتاب من خلال ترجمة السجلات المحفوظة في مركز الوثائق التاريخية بدمشق للأعوام: 1236-1239 هجرية 1820-1823 ميلادية. الوثيقة هي ذاكرة الوطن هي التاريخ فمنها نلقي الضوء على الماضي بحسناته وسيئاته. وهذا الكتاب يضم تاريخ كامل لولاية دمشق في القرن التاسع عشر من خلال الأوامر السلطانية الصادرة عن سلاطين الدولة العثمانية تبحث في تعيين القضاة والولاة والموظفين في النصف الأول من القرن الثالث عشر هجري والتاسع عشر الميلادي. وهذه الأوامر تلقي الضوء على سياسة الدولة العثمانية وعلى تعامل السلاطين مع الوظائف الرسمية وتعيين من يكون أهلاً لها. وقد قام بترجمة تلك الأوامر خبراء عدة يتقنون اللغة العثمانية وهي اللغة التركية التي تكتب بالخط العربي. وقام مركز الوثائق التاريخية في إظهار هذا التراث للذكرى لعل الذكرى تنفع.
