تعد صلة جامعة الدول العربية بالوظيفة والنهج الوظيفي وثيقة وقديمة، سواء من حيث الإشارة إلى الفكرة والمقاصد في ميثاقها أو بإسهام الجامعة أوصتها على إنشاء الهيئات والمنظمات المتخصصة التي تتولى تطبيق هذا النهج: فلقد جريت الجامعة النهج الوظيفي ومارسته منذ وقت مبكر، ونشأ في نطاقها العديد من الأنشطة والمنظمات المتخصصة بوصفها مستلزمات تنظيمية لهذا النهج، وبها ومعها تكون ما يسمى بالمنظومة العربية، باعتبار أن الجامعة هي المنظمة الأم وأن مجموع الأنشطة والهيئات والمنظمات المتخصصة هي وكالات أو إدارات تدور في فلكها. في هذا الإطار جاءت الدراسة التي بين أيدينا والتي تهدف إلى التعريف بمشكلات ومعوقات النهج الوظيفي الذي مارسته الجامعة، هذا بالإضافة إلى اختبار سلوكه وأدائه الوظيفي في محيطه التنظيمي، ومن ثم مقارنته مع التجربة الأوربية التي حققت نجاحاً ما ينبغي التذكير به أنه ليس من مقاصد هذا البحث إحصاء المحصلة الكمية المترتبة على ممارسة النهج الوظيفي أو تدوين الجداول والخطوط البيانية التي تمخضت عنها المسيرة التكاملية العربية من خلالها نهجها الوظيفي.
وإنما أراد هذا البحث اختبار نهج من النهج المعتبرة في تنظيم العلاقات الدولية على جامعة الدول العربية ومنظومتها التي تدور في نطاقها، وهو نهج قد لا يضع الاعتبارات السياسية والأمنية في مقدمة مسلماته ومعطياته، إلا أنه يعضد تلك الاعتبارات ويصيب فيها في النتيجة، هذا وقد اقتضت طبيعة الموضوع من الباحث معالجته في ستة محاور حملت العناوين التالية: الوظيفة على صعيدي النهج والنظرية، الوظيفة الجديدة في المحيط الأوربي، الوظيفة في المحيط العربي، مشكلات النهج الوظيفي في نطاق جامعة الدول العربية، اختبار أداء التجربة الوظيفية العربية، الوظيفية بين تجربتي (التجربة الأوروبية، والتجربة العربية).
