عملت النخب الحاكمة فى المجتمع اليمنى منذ قيام الثورة وحتى اليوم على إبراز قوة السياسية الأمنية وتغلغل كيانها إلى مختلف مؤسسات المجتمع اليمنى والهيمنة عليها. كما عمدت هذه النخب وخاصة منذ عام 1979 على فرض وتعميم خيار سياسى وحيد وهو رفض التعدد الفكرى والسياسى إذ سيطر حزب وحيد وهو المؤتمر الشعبى العام على الحياة السياسة فى اليمن.
وتتمثل إشكالية الدراسة فى محاولة فهم وتحليل النخبة اليمنية الحاكمة من حيث بنيتها ومعدل تغيرها وخياراتها خلال الفترة 1978 حتى عام 1990 التى شهدت استقرار سياسيا عكس الفترات السابقة وتحددت بداية الفترة بتولى الرئيس على عبدالله صالح للسلطة فيما تحددت نهايتها بإعادة الوحدة بين شطرى اليمن من خلال توقيع اتفاقية عدن فى 30 نوفمبر 1989 ثم إعلان الجمهورية اليمنية فى 22 مايو 1990. وتسعى الدراسة إلى التعرف على عناصر وملامح السياق المجتمعى فى اليمن المعاصر بحسبان أنه يمثل وعاء نشأة وتبلور عناصر النخبة اليمنية, تكوين النخبة اليمنية وأصولها وخصائصها الإجتماعية خلال فترة الدراسة,قنوات ومعايير التجنيد النخبوى, معدل دوران النخبة الحاكمة بمعنى مستويات وحدود الإحلال النخبوى, الثقافة السياسية للنخبة الحاكمة بمعنى قيمتها وأفكارها ورؤاها السياسية.
