تناقش الرسالة مسألة عقد الأحلاف بين الكيانات المختلفة حيث شهدت في العصر الحاضر انتشارًا كبيرًا وصورًا متعددة وأهدافًا متباينة، وأثارت أسئلة كثيرة تتناول موقف الدول الإسلامية من هذه الأحلاف وحكم الانضمام إليها والانضواء تحت لوائها.
ومن ثمَّ كان بحث هذه المسألة بتأنٍ وتروٍ وفق قواعد الشريعة وأصولها أمرًا ملحًا؛ خاصة إذا علم أنه لم تفرد مثل هذه المسائل بالدراسة والبحث – فيما أعلم – وإن كانت قد تُنولت بصورة أو بأخرى ضمن بحوث معاصرة.
