إن جريمة قتل الصحفيين وانتهاك حمايتهم تعد وفق مبادئ القانون الدولي الإنساني جريمة حرب، كما أن مهاجمة مقار وسائل الإعلام والاهداف المدنية، تعد وفق المفاهيم الواردة في نصوص القانون الدولي الإنساني جريمة حرب وفق هذه النصوص، ويترتب على ارتكابها مثول مرتكبيها المدنيين والعسكريين وبغض النظر عن مواقعهم ومراتبهم امام المحاكم الجنائيه الدولية، كون هذه الافعال تشكل جرائم حرب، ولا يجب أن يفلت مرتكبوها من العقاب. فلا يعقل أن تذهب دماء هذه الاعداد الهائلة من الصحفيين سدى ودون عقاب، وسوف نحاول خلال دراستنا أن نتناول بدقة، المسؤولية الدولية عن انتهاك حماية الصحفيين ووسائل الإعلام أثناء النزاعات المسلحة في ضوء أحكام القانون الدولي من خلال التقسيمات التالية: (المبحث التمهيدي: التعريف بوسائل الإعلام والصحفي المعتمد (المراسل الحربي)، الفصل الأول: القواعد القانونية الدولية التي تحكم حماية الصحفيين ووسائل الإعلام في القانون الدولي الإنساني وفي إطار الأمم المتحدة والاتفاقيات الدولية، الفصل الثاني: القواعد التي تحكم المسؤولية الدولية عن انتهاك حماية الصحفيين ووسائل الإعلام ومبدأ مسؤولية الدولة عن أفعال قواتها المسلحة، الفصل الثالث: موانع وآثار المسؤولية الدولية عن انتهاك حماية الصحفيين ووسائل الإعلام أثناء النزاعات المسلحة).
