الوقف الإسلامي لا يقل شأنًا عن مشروعية الزكاة المفروضة، لأنها كلها أنظمة إسلامية رائدة متفقة المبادئ والأهداف بما يعود بالمصلحة على أفراد المجتمع الإسلامي، وإن ميدان الوقف ليس ميدانًا ضيقًا جامدًا، بل هو ميدان فسيح يشمل كل ألوان البر، فكان وما يزال ذا أهمية تاريخية عظمى في الكفاح ضد الفقر والعجز الذي كان يشكل عقبات كبرى في طريق تقدم الإنسان ورقيه وتحقيق كرامته وحريته.
ويناقش هذا البحث بعض الوسائل المعهودة لاستثمار أموال الأوقاف، وبيان ضرورة تطويرها، ومحاولة لاستكشاف أفضل الوسائل والصيغ المباحة شرعًا الملائمة للعصر.
وقد رأيت أن أجعل هذا البحث في مقدمة وخمسة مباحث وخاتمة: [المقدمة: وتشتمل على تعريف الوقف ومشروعيته وأنواعه، وتناولت فيها أيضًا الاستثمار وما يتصل به من ألفاظ، المبحث الأول: مدى الالتزام بشروط الواقفين، المبحث الثاني: إبدال الوقف واستبداله، المبحث الثالث: عمارة الوقف، المبحث الرابع: وقف النقود والأوراق المالية، المبحث الخامس: طرق تنمية مال الوقف (الصيغ الحديثة للاستثمار)، الخاتمة: وفيها خلاصة البحث والتوصيات].
ونسعى منهجيًا للمقارنة بين المذاهب، والعرض لبعض الجوانب التاريخية، لنصل إلى الحاضر وواقع الوقف اليوم، مع الاستعانة بالنصوص الشرعية الفقهية وتحليلها والاستفادة منها.
