هناك حاجة ماسة لمراجعة مفهوم المواطنة بصورته التقليدية التى التى استقر عليها والذى يعنى فى ابسط تعريفاته "أن المواطنة إنما هى صفة المواطن الذي يتمع بالحقوق ويلتزم بالواجبات فى إطار الدولة القومية التى تحمل جنسيتها" ، فلم يعد هذا المفهوم بهذه الصورة يستجيب للتحولات التى تمر بها المجتعات الأوروبية اليوم ومن أهمها بروز ظاهرة التعددية الثقافية نتيجة للهجرة العالمية المتزايدة مع مجيئ العولمة، فضلا عن تعرض دعائم الدولة القومية للإهتزاز بسبب تنامي النزاعات العرقية والقومية، وكذلك ظهور التكتلات السياسية الإقليمية الكبيرة كالإتحاد الأوروبي والتى وفرت فرصا للأنتماء إلى كيانات وجماعات سياسية أكبر وطرح أسئلة عن مصير المواطنة القطرية فى ظل هذه الكيانات الجديدة.
