إن الاعتداء على الانسان هو اعتداء على الجماعة واعتداء على النظام الاجتماعي فيه ، وذلك لأن الإنسان هو الأصل في المجتمعات والدجول ومن أجله وجدت النظم وشرعت الشرائع ويزداد خطر هذا الاعتداء جينما يقع على ما يمثل جوهر الحياة لدى الإنسان وأغلى ما عنده وهى (الحرية) فمن الحقائق الثابته أن الإنسان مجبول على حب الانظلاق والحرية وحب التحرك والانتقال وعندما يواجه ما يصادم هذه الفطرة فإنه قد يصاب بالآم نفسية تؤثر سلبا على كيانه وجسده وصحته وعقله وتفكيره. ثم إن هذا النوع من الاعتداء لا يؤثر فقط على الفرد بحد ذاته بل قد يؤثر على المجتمع والمة كلها وهذا الأثر قد يصيب نواحي شتى من هذا المجتمع فهو يؤثر على الاستقرار والسكينة والمطانينة وهو ما يؤثر على التنمية والاقتصاد كما انه سيربك الحياة الاجتماعية والساسية ويصيبها بالاضطراب والحديث عن الآثار السلبية يطول. ولذلك فإن جرام الاختطاف وما يرتبط بها من جرائم تمثل حجر عثرة وسدا مانعا في طريق الحياة والتقدم والاستقرار والتمية وهى جريمة خطيرة ولهذا كان اختيارى لهذا الموضوع لما أرى من أهمية بالغة للبحث فيه والدراسة والتحليل.
