عُدّت القضية الكردية في العراق واحدةً من أهم القضايا الأساسية والجوهرية في واقع العراق السياسي الحديث، وما تزال المحور البارز في إهتمامات مختلف أنظمة الحكم التي تعاقبت على العراق، بل وإهتمام دول عدة، لا سيما الولايات المتحدة الأمريكية، لما للأهمية التي احتلتها سياسياً وجغرافياً عبر سنوات طوال.
لذلك هدفت هذه الدراسة إلى إبراز التأثير المباشر للولايات المتحدة الأمريكية، فضلاً عن التأثير الإقليمي في مسار القضيّة الكردية، الذي ظهر في أوجه خلال المدة من 1990- 2003، كما هدفت إلى تبيان مدى ذلك التأثير في تشجيع الأكراد على القيام بالإنتفاضات أو وضع الحلول في طريقة إخمادها، إنطلاقاً من المصالح وليس إلتزاماً بالضرورة بمبادئ مثل دعم حركات التحرر الوطني، والحق في تقرير المصير.
