يرسمُ تاريخ الليبرالية من خلال التفكير النظري بمستقبل التضامن وبالتعدّدية الثقافية وبتجديد الديمقراطية. ويبحث في كيفية تصوّر الفكر الليبرالي المعاصر للوطنية وإعادة صوغه من دون الانجراف نحو صيغة مغلقة للوطن، وذلك بطريقة لاشعبوية من خلال ابتكار أنماط جديدة من النقاشات العامة. كما يرى الكتاب أن الليبرالية فرضت نفسها بدءًا من القرن السابع عشر بصفتها عقيدة الحرية الفردية والتسامح والحق في المُلكية، حيث تدعو، في مواجهة الاستبداد المَلَكي، إلى ازدهار حيّز اجتماعي بمعزل عن سطوة الدولة، وهو ما يُعرف بـ «المجتمع المدني». لكن ما يُعدّ قوة تحرّر بدا أيضًا، في القرن التاسع عشر، عاملًا كارثيًا للتشرذم والاندفاع نحو الأسواق. ومن هذا المنطلق يشرح الانقسام الذي نشأ بين «الليبراليين»، حيث ادعى بعضهم أنهم رُسُل الأعمال التجارية الحرة، فيما دافع آخرون عن رؤية لليبرالية تحمل بعدًا اجتماعيًا؛ الأمر الذي يؤكد أن الليبرالية ليست عقيدة جامدة، بل هي قابلة للتطّور.
