يحتوى هذا الكتاب على الأتى:- الباب الأول: يتناول فيه أهم النوازل المتعلقة بنظام الحكم، وقد قسمته إلى أربعة فصول، كالتالي: الفصل الأول: حكم العمل بالديمقراطية كنظام للدولة الإسلامية. الفصل الثاني: حكم التعددية السياسية وقيام الأحزاب في ظل الدولة الإسلامية. الفصل الثالث: حكم الإسلام في المشاركة النيابية في ظل الأنظمة الوضعية العلمانية. الفصل الرابع: أحكام بعض المسائل الفرعية: المبحث الأول: حكم المظاهرات كوسيلة من وسائل الحسبة السياسية. المبحث الثاني: حكم مشاركة المرأة في المجالس النيابية. المبحث الثالث: حكم مشاركة غير المسلمين في المجالس النيابية في البلاد الإسلامية.
الباب الثاني: تحدثت فيه عن النوازل المتعلقة بعلاقة الدولة الإسلامية بغيرها من الدول، وقد قسمته إلى ستة فصول كالتالي: الفصل الأول: الأصل في علاقة لدولة الإسلامية بغيرها من الدول. الفصل الثاني: حكم معاهدات السلام مع دار الحرب. الفصل الثالث: حكم الاستعانة بالدول الكافرة على حرب دولة إسلامية. الفصل الرابع: حكم التحالف بين الدولة الإسلامية وغيرها. الفصل الخامس: حكم التجنس بجنسيات الدول غير الإسلامية. الفصل السادس: حكم العمليات الاستشهادية.
