تعتبر مؤسسة مشيخة الإسلام العثمانية تطوراً ناضجاً وعصرياً للمؤسسة الشرعية الدينية الإسلامية منذ العهد النبوي وحتى نهاية العهد العباسي، فالمؤسسة الشرعية كانت تعتبر السلطة الأولى التي تسبق أو توازي السلطة التنفيذية الثانية في الدولة الإسلامية.
وكانت هذه السلطة تحتوي ضمنها إختصاصاتها على السلطتين التشريعية والفضائية في المفاهيم الحديثة، وهذا الأمر كان مطبقاً في الدولة العثمانية (قبل عهد الإصلاحات العثمانية)، حيث كان فيها سلطتين متوازيتين أو متساويتين مع تفاوت في الأهمية حسب الظروف السياسية والإجتماعية للدولة، وكانت السلطة الشرعية الدينية برئاسة شيخ الإسلام، وهناك السلطة التنفيذية برئاسة الصدر الأعظم، وكان السلطان فوق الجميع بإعتباره رئيس الدولة التنفيذي والشرعي (أو الخليفة بعد إعلان الخلافة العثمانية في عام 923هـ = 1517م).
إن هذه الدراسة التي يتضمنها هذا المعجم، تناولت دراسة مؤسسة مشيخة الإسلام العثمانية (بإعتبارها السلطة الشرعية الدينية العثمانية)، أو السلطة الأولى أو ربما الثانية، تناولتها بصورة شاملة ومتسلسلة ومنتظمة على أسس علمية وأكاديمية، معتمدة على الوثائق والمصادر الأساسية العثمانية، بحيث تم دراسة تطور هذه المؤسسة وأعلامها (على فترة خمسة قرون).
