لقد كتب الكثير عن التاريخ العام للدولة العثمانية، بمعنى التأريخ لمجريات الأحداث، وكذلك عن شخصياتها وحكامها، في حين أهملت الأبحاث حول بنية الإدارة والمؤسسات في هذه الدولة، وهكذا لا نجد إلا أعمالاً قليلة، تعالج هذا الموضوع بمنهجية، كما نفتقد الأبحاث التي تتناول طبقة العلماء، التي تظهر التركيبة الحقوقية والثقافية والدينية للدولة العثمانية الدينية. كما لم يتم التركيز على المحور الأساسي لطبقة العلماء، وتحديداً على مركز شيخ الإسلام، عند الحديث عن الدولة العثمانية.
هذا مع أن شيخ الإسلام كان الشخصية الثالثة في الدولة، من حيث الأهمية، وكان له عبر مركزه تأثير كبير فيها. لقد كانت الكلمة الأخيرة في القضايا الحقوقية والدينية تعود إلى شيخ الإسلام، وكانت القضايا الحياتية والدنيوية للدولة تحتاج إلى فتواه، في إعلان الحرب، كما في تحقيق الإصلاحات والتغييرات الحكومية.
لقد كان من حق شيخ الإسلام، عبر فتواه، أن يقرر ما إذا كانت انتتفاضة ما، قامت بوجه الدولة، شرعية أن باطلة، وما إذا كانت المطالبة بالعرش صحيحة أم غير قانونية.
كما كان يعود إليه حق التسمية والتعيين في طبقة العلماء. لقد كان على رأس المؤسسات الدينية، كما كان الوزير الأول (الصدر الأعظم) هلة رأس المؤسسات الدنيوية في الدولة. وفي هذا الكتاب إلقاء للضوء على دور شيخ الإسلام ومركزه، اللذين كان يتمتع بهما أثناء سلطة الدولة العثمانية، في الفترة الزمنية الممتدة من منتصف القرن السادس عشر حتى أواخر القرن الثامن عشر.
