يسعى هذا الكتاب جاداً إلى تجديد الفكر السياسي الإسلامي وتحديثه، ليكون مرجعية أخلاقية لبناء الدولة المدنية الحديثة في المجالين العربي والإسلامي؛ وهو مناظرة علمية رصينة للتيارات السياسية الإسلامية السلفية ودعاة الحاكمية التي تستند إلى الجزئيات النصية، جاعلة منها كائنات فوق تاريخية، فالأغلب الأعم من المناقشات السياسية بين المسلمين المعتدلين أو المتشددين تدور داخل البراديغم السلفي، وقليلًا ما تنحرف عنه إلى المقاصد الكُلية؛ وهو أيضًا محاولة اجتهادية لإعادة تشكيل العقل السياسي الإسلامي على أسس متصالحة مع المعاصرة والحداثة.
