كانت فرنسا حاضرة في المنطقة العربية وفي تاريخ الصراع العربي الإسرائيلي منذ ما قبل قيام الكيان الصهيوني على الأراضي العربية عام 1948م , وكانت فرنسا أيضا أول دولة تدعو إلى إقامة دولة يهودية في المشرق العربي, كما أنها أصدرت وعدا لليهود بإقامة دولة لهم في فلسطين قبل أن تصدر بريطانيا وعد بلفور, ولم تجد إسرائيل بعد قيام دولتها دولة ساعدتها كفرنسا, وأقل ما توصف تلك العلاقة بعلاقة الحلفاء الاستراتيجيين, حيث كان للعلاقة بين البلدين أثر كبير على الصراع العربي الاسرائيلي في فترة تاريخية صعبة جدا على الأمة العربية, فقط تقاطعت مصالح البلدين فرنسا وإسرائيل ضد عدو مشترك تجسد بالقومية العربية, وهذا ما زاد من قوة ومتانة تلك العلاقة التي انعكست سلبا على أمن الدول العربية, خصوصا أن إسرائيل ومنذ تأسيسها تعیش أزمة كیانیة بوجودها في محیط عربي یهدد أمنها ووجودها, ولذلك فهي بحاجة إلى علاقة استراتيجية مع دولة قوية تضمن بقائها ووجودها.
