ندما عينت في دائرة رئاسة المدفعية، كنت كل يوم ولساعتين متصلتين، أقوم بالتدقيق ومعاينة أسلحة التشكيلات العسكرية للجيش العثماني، وأوقفت نفسي، خلال سنتين من الزمن، للاطلاع على تشكيلات وأزياء الجيش العثماني من خلال ما كتب عن ذلك بالتركية وبعض اللغات الأجنبية، فجمعت كتباً عدة تعنى بذلك، ونسخت ما بحاجة أنا إليه منها، إلى أن توصلت في سنة 1318/1900م رومية إلى تحرير هذا الكتاب، وتقدمت بعد ذلك بطلبي إلى العتبة العلية ملتمساً موافقتها على طبعه، فقام السلطان، تقديراً منه لي، بمنحي وساماً مجيدياً، وحصلت منه على وعد بالسماح لي بنشره، فسررت لذلك وكنت خلال هذه الفترة، موظفاً في متحف الأسلحة القديمة، العائد ليلدز سراي والكائن في "أورطة كوي" في استانبول، وعندما شكلت لجنة خاصة لبحث أسلحة هذا المتحف، مكونة من كبار الشخصيات، كنت معاوناً لها في ذلك، فتقدمت مرة ثانية بطلبي ألتمس فيه السماح لي بطبع هذا الكتاب. ولم أدعْ وسيلة ممكنة إلا واستخدمتها لإقناع السلطان على الموافقة، لكني ألم أوفق في ذلك. وفي أوائل سنة 1321 رومية/ 1903 م عينت والياً على قوصوه، فاضطررت لترك عملي هذا في دار السعادة، والتحقت بمكان عملي الجديد، فبعث الأمل من جديد في إمكاني طبع الكتاب، فجمعت مسوداته. وحانت تلك الفرصة عندما تكرمت إدارة المشروطيات بإطلاق حرية النشر والطباعة، الأمر الذي وفر فوائد جمة للمؤلفين والباحثين، فأسرعت في طبعه.
