الإمبراطورية التركية العثمانية التي امتدت في حقبة من الزمن من الدانوب الأوسط حتى الخليج العربي الفارسي ومن بحر آزوف حتى المغرب، حملت معها رياح تغير وتبديل عصفت بأوروبا فأدهشتها وأخافتها وخلقت ما أصبح يعرف بالمسألة الشرقية.
هذه المسألة التي ولدت في أوروبا منذ أن حل الأتراك فيها، كما يقول مؤلف الكتاب سعيد أحمد برجاوي الرئيس الفخري لدى محكمة التمييز في لبنان حتى وفاته في خريف 1992، لا عندما بدأ الوهن يدب في جسم الإمبراطورية العثمانية وقادها نحو الزوال، كما يقول مؤرخو الغرب.
الكتاب ليس تأريخاً معقداً ومتشعباً للإمبراطورية العثمانية، أنه قراءة سهلة وسلسلة تعتمد الموضوعية في قراءة جديدة للتأريخ العثماني.
المؤلف في الأساس رجل قانون لكنه عني منذ سنين عديدة بالأبحاث التاريخية وكان له إختصاص بالفترتين: الحروب الصليبية والإمبراطورية العثمانية.
نال إجازة الحقوق من جامعة ليون الفرنسية سنة 1937، وانتقى الإنخراط في السلك القضائي بدل العمل في المحاماة فتقلد في مناصب قضائية متعددة حتى وصل إلى رئاسة محكمة التمييز، كما عين ممثلاً للبنان لدى المنظمة الدولية للقضاة.
