رغم استمرار الصراع العربي-الإسرائيلي بشكل عام أكثر من مئة عام، وبخاصة بعد احتلال فلسطين وإعلان إنشاء الدولة العبرية، ورغم أن الصراع اشتمل على عدة حروب على نطاق واسع، وأدى إلى نزف كثير من الدم ورغم أن استمرار الصراع دون حل يفترض أنه يعني تمسك الأطراف كل بموقفه مع كل الظروف الصعبة. ورغم تكرار الحديث عن الثوابت في الصراع وعن الحقوق الفلسطينية غير القابلة للتعرف، فإننا نجد أن الأمور ما زالت غير ثابتة، وأن ما استقر الرأي على أنه من الثوابت لم يعد بدرجة الاستقرار نفسها نتيجة المفاوضات بين العرب وإسرائيل. إن التساؤلات عن الثوابت في الصراع العربي-الإسرائيلي يعكس محاولة فهم الأوضاع على ضوء تغيرات مست أموراً كانت تعتبر من الثوابت، فقد كان هناك قرار من جامعة الدول العربية بألا تتصرف دولة عربية في القضية الفلسطينية بمفردها، ثم حدث ذلك، وكان هناك قرار من مؤتمر القمة العربي في الخرطوم في أعقاب حرب عام 1967 بأن لا اعتراف ولا صلح ولا تفاوض مع إسرائيل، ثم حدث أن اعترفت دول عربية بها وتفاوضت وتصالحت مع إسرائيل، بل أصبح هناك قبول عام بمبدأ "السلام كخيار استراتيجي" مما يتناقض مع مقدرات مؤتمر الخرطوم، كما أن شعار منظمة التحرير الفلسطينية كان "ثورة حتى النص"، وما حدث على الساحة العربية غير ذلك، لذا كان لا بد من هذا البحث الذي يحاول فيه الباحث الإجابة عن تساؤل مطروح في ظل استمرار الصراع العربي الإسرائيلي والتساؤل هو: هل ما زالت هناك ثوابت في هذا الصراع أم أصبح كله من المتغيرات. يحاول الباحث أولاً بيان المقصود في هذه المرحلة بالثبات، وبالنسبة لمن هو ثابت وذلك بالتركيز على الوقائع الثابتة ولموثقة والتي لا يمكن الطعن فيها أو القول بغيرها، هذا ولما أن حالة الحرب، من الناحية القانونية، ما زالت قائمة بين إسرائيل وكثير من الدول العربية، إذ أن الدول العربية التي وقعت اتفاقيات أو معاهدات مع إسرائيل تعترف بأنه ما زالت هناك موضوعات عالقة تجعل السلام ناقصاً، تحمل وضع القدس باعتباره شأناً عربياً وإسلامياً، ونشاط إسرائيل النووي باعتباره تهديداً للأمن القومي مما ينفي انتهاء الحرب، انطلاقاً من هذه المعطيات كان لا بد للباحث من استقراء شكل حربمتوقعة مقبلة بين العرب وإسرائيل.
