يضمّ هذا الكتاب الدراسات والتعقيبات والمداخلات التي شهدها اللقاء السنوي التاسع عشر لمشروع دراسات الديمقراطية في البلدان العربية، وذلك بهدف تنمية فهم مشترك أفضل لمتطلبات الانتقال إلى نظام حكمٍ ديمقراطيٍّ في البلدان العربية، واعتبار أن بناء كتلة تاريخية ديمقراطية هو الطريق السلمي، والمجرّب تاريخياً، لإحداث هذا الانتقال الديمقراطي.
ويشير «مفهوم كتلة تاريخية ديمقراطية» إلى مجال أضيق من مجال مصطلح «الكتلة التاريخية» لدى أنطونيو غرامشي ومحمد عابد الجابري وخير الدين حسيب، فهو يعني الائتلاف من أجل الديمقراطية بين التيارات والقوى السياسية التي تنشد التغيير السلمي، وتعمل مجتمعة من أجل الانتقال إلى نظام حكم ديمقراطي في دولة معيّنة، ملتزمة في ذلك بممارسة الديمقراطية داخلها وفي ما بينها، وذلك على اعتبار أن الديمقراطية-إلى جانب كونها أحد الأهداف الوطنية الكبرى-هي أيضاً وسيلة أساسية لتحقيق بقية تلك الأهداف.
إن واقعية التوافق على الديمقراطية، كهدف ووسيلة، لتحقيق أهداف أخرى، تستند إلى حقيقة أنه وبعد عقود من الصراع بين التيارات الأساسية، هناك شبه إجماع بين هذه التيارات على الديمقراطية، كنظام للحكم ومنهج لإدارة الصراع السياسي. والديمقراطية صارت في وقتنا الحاضر لا تتعارض مع المبادئ والثوابت الأساسية لمعظم التيارات السياسية، من قومية وإسلامية ويسارية وليبرالية. والمشكلة الأساسية هي في تشتّت جهود هذه التيارات، وعدم وضع الديمقراطية على رأس أولوياتها، الأمر الذي أضعف إرادة العمل المشترك من أجلها.
