منظمة العمل العربية واحدة من منظمات العمل العربي المشترك التي حظيت منذ لحظة ولادتها على أرض بغداد في العام 1965 بقدر كبير من الاهتمام العربي، لما اقترن به قيامها من كمٍّ كبير من الطموحات القومية، التي تؤدي إلى قيام "سوق عمل عربية مشتركة" ينتقل فيها المواطن العربي بحرية بين الأقطار العربية، وتتكامل فيها الموارد البشرية على نحو يخلق اقتصاداً قومياً صلباً، يؤمّن للأمة غذاءها ودواءها وكساءها، ووسائل منعتها ضدد أعدائها، ويمكّن أبناءها من العيش الرغيد بفضل الموارد الطبيعية الوفيرة التي تزخر بها أراضيها، وفي ظل سياسات تحقق العدل الاجتماعي والتوزيع العادل للثروات والخيرات بين الناس. غير أن الرياح التي تحكّمت بمسيرة منظمة العمل العربية، وغيرها من منظمات العمل العربي المشترك، جرت بما "لا يشتهي البشر". لذا كثرت الأسئلة عن العمل العربي المشترك ومنظماته، لماذا؟ وكيف؟ وأين؟ ومتى؟ إن هذه الدراسة ليست أكثر من محاولة لإعطاء بعض الإجابات عن هذه الأسئلة، بالقدر الذي يتصل بمنظمة العمل العربية تحديداً، وبالعمل العربي المشترك عموماً. وقد استند فيها الباحث إلى حصيلة خبرته في التعاون مع المنظمة على مدى زمني يزيد على ثلاثة عقود.
