هذه مجموعة من مقالات الفضل شلق في "السفير" في أعقاب العاصفة التي هبّت على المنطقة مع الاحتلال الأميركي للعراق وتداعياته. الهمّ الأساسي الذي حملته هذه المقالات هو إعادة الاعتبار لمشروع الدول في لبنان والمنطقة وللهوية العربية بصفتها الرابطة التي توفّر مقوّمات المجتمع العربي المعاصر -فوق الانقسامات القبلية والعشائرية والطائفية والمذهبية. وقد ساهمت تلك المقالات بإلقاء الضوء على طبيعة المشروع الامبراطوري الأميركي- في مرحلة سيطرة المحافظين الجدد على الإدارة وموجة الليبرالية الجديدة. ومن الواضح أن اندفاعة المشروع الأميركي للسيطرة على المنطقة كانت في أساس النظام الرأسمالي العالمي ونزعته الاستعمارية المتجددة.
في مواجهة هذا المشروع (الامبريالي) الذي فجّر الكثير من تناقضات البنية العربية ركز الفضل على أهمية السياسة بصفتها الأداة الرئيسية للحلول، السياسية بمفهومها الأوسع والأشمل بصفتها فن إدارة المجتمعات وما يمكن أن تتضمنه من آفاق تنموية وقيم للعمل والانتاج. حتى أن المقاومة في نظرة الفضل هي فعل مجتمع كامل وليست مهمة فئة أو نخبة. بل هو رأى دائماً أن في الأمة استعدادات كافية للنهوض بالمهام التاريخية شرط أن تحتل النخب الواعية دورها الحقيقي في القيادة والمعرفة.
