نشأت الغاية عند المؤلف لوضع هذه المذكرات، من جراء الرغبة في توجيه طلبة الجامعة وترشيدهم، بطريقة سهلة وميسَرة، إلى إستيعاب مفهوم البحث التربوي، وهدايتهم إلى الطريق السوي الذي يجب عليهم اتباعه في توثيق أبحاثهم، وإعداد تقاريرهم ورسائلهم الجامعية، التي تطب منهم خلال سنواتهم الجامعية، بدءاً بالإجازة وصولاً إلى الدكتوراه.
هناك جهل عند بعض الطلبة في المراحل الأولى من دراستهم الجامعية، في الإلمام بأي من أنواع البحوث، وفرضيات البحث العلمي ومدلولاته النظرية والتطبيقية.
من هنا نشأت الفكرة من خلال المحاضرات والمعلومات التي ألقيت على طلاب السنة المنهجية الأولى، لتعميم الفائدة بصورة أشمل، وتشريع المعلومات بشكل أوضح، خاصة بعد أن بات البحث التربوي يستحوذ على عناية أهل العلم والأدب والثقافة، إلى جانب أنه صار مطمح وعناية المؤسسات العلمية ورعايتاتها، التي تسعى من خلاله إلى الإستطلاع الفكري وتحقيق المنفعة العالمية من العلم والبحث العلمي.
من بديهيات الأمور، أن المذكرات وفق المحاضرات التي إعتمدت في وضعها، توزعت على جزئين أو قسمين.القسم الأول يتعلق بدور المكتبة، التي لا غنى عنها لكل باحث يسعى إلى الحقيقة، وإلى إثبات النظريات والأفكار والمنظومات المتعددة.
وعالج القسم الثاني من هذه المذكرات، تحديد المعنى الدقيق للبحث عامة والبحث العلمي والتربوي بخاصة، مروراً بتعريف النظرية علمياً وتحديدها. ثم التعريف بالقوانين العلمية ومستلزمات البحث العلمي التربوي وشروط الباحث العلمي والتربوي.
