يعالج هذا الكتاب أصول العلاقات الدولية، وكيفية إدارة الصراعات السياسية وأسلوب اتخاذ قرار الحرب والسلام. كل هذا في إطار إدراك عميق لما يتهدد بقاء الحضارة الإنسانية من أخطار نابعة أصلاً من سوء الفهم المتزايد في الشؤون الخارجية والعلاقات بين الأمم.
ومن المعلوم أن الصلاع هو سعي طرفين أو أكثر لتحقيق أهدافهم المتعارضة أو المتناقضة. لذلك تنطوي إدارة الصراعات الدولية على التحكم أو التأثير في العوامل والمتغيرات التي تؤدي إلى تصعيد الصراع أو التخفيف منه، ومن هذه العوامل: إدراك صانعي القرار وتصوراتهم للعالم المحيط، نمط التفاعل الدولي، التسابع على التسلح، أثر الصراعات الداخلية ودور الطرف الثالث. هكذا يبين كيف تولد الأزمات عند الخروج على نمط التفاعل المعتاد المتوازن سواء في اتجاه احتدام الصراع أو في اتجاه تكثيف التعاون، وبالأخص في الصراعات طويلة الأمد الممتدة والمنتشرة، مثل الصراع العربي-الإسرائيلي وأشباهه.
لذلك أضحى من المناسب الحديث عن إدارة الأزمات بمعنى السيطرة عليها واستثمارها، كما أضحى أكثر مناسبة الحديثة عن إدارة الصراعات الدولية بمعنى توجيهها والتحكم في تفاعلاتها والقدرة على إدراك الجوانب المتناقضة للموقف الصراعي وكيفية تويفه بصورة تساعد المجتمع السياسي القومي (أي الدولة) على البقاء والتماسك والتقدم وتساعد في ذات الوقت على تنمية التكامل بين الشعوب واستمرار الحياة على وجه المعمورة.
