يتكون هذا البحث من محورين رئيسيين: يتناول المحور الأول فكرة التدويل في القانون الدولي، عبر استقراء الخلفية التاريخية لظهور فكرة التدويل وتتبع الأطوار والمراحل التي مرت بها خلال القرنين الماضيين، واستعرض أغلب التجارب التي خضعت لنظام التدويل، محاولاً الوصول إلى تعريف جامع لمفهوم التدويل في القانون الدولي، وتحديد طبيعة هذا النظام على الصعيد الدولي بوصفه أداة لحفظ السلم والأمن الدوليين، وكذلك توضيح أوجه الشبه والاختلاف بينه وبين التقسيمات التقليدية لأشخاص القانون الدولي كالأنظمة التابعة والمحمية للانتداب والوصاية... الخ.
ويدرس المحور الثاني قضية القدس في إطار الأمم المتحدة -بأجهزتها الرئيسية وقراراتها- منذ عام 1947، فيتناول المركز القانوني لمدينة القدس في ضوء القرارات الأمم المتحدة، ويتطرق إلى ما طرأ على موقفها من تغير وأثره على مركز القدس القانوني. ويتناول بالتحليل أيضاً نظام التدويل الذي وضع لمدينة القدس عبر قرار تقسيم فلسطين وتدويل القدس (القرار 181) لعام 1947، فيستقرئ الإطار القانوني لشرعية قرار تدويل القدس، وخصائص نظام تدويل القدس ويقارنه بالتجارب الأخرى التي خضعت لنظام التدويل مبيناً أثره في السيادة على المدينة، ثم يتعرض إلى أهم المشروعات السياسية التي وضعت لحل قضية القدس ومدى انسجامها مع القانون الدولي. وأخيراً تناول الباحث الوضع الراهن لمدينة القدس، وسعى إلى استشراف مستقبل المدينة.
