في سنة 1896 كتب الأديب إبراهيم المويلحي بقصد السخرية من ضعف الدولة العثمانية إنها "في ميزان الدول العظام أخفهن على الإطلاق كفة وأقلهن رجحاناً". كان هذا أقصى ما تُعاب عليه الخلافة العثمانية دولة عظمى ولكنها ضعيفة، في زمننا هذا نرى كلام المويلحي ترفاً فكرياً، فالحال الذي سخر منه، وهو أن نكون ضمن الدول العظمى وإن كنا أضعفها، أصبح حلماً بعيد المنال في زمن دول التجزئية المجهرية التي لا قيمة ولا وزن لها على الإطلاق في الساحة العالمية. ولقد كتب الكثير عن ضعف الدولة العثمانية في آخر مراحلها وعن حالة الهزيمة والتراجع عن ضعف الدولة العثمانية في آخر مراحلها وعن حالة الهزيمة والتراجع التي سيطرت عليها. ولكن ما تحاول هذه الدراسة إظهاره أن هذه الدولة لم تستسلم للضعف الذي حل بها بعد قرون من القوة والتقدم، وذلك بقيامها بجهود كبرى على جبهتين: مقاومة التمدد الإمبريالي الغربي الذي حاول دائماً إبقائها ضعيفة متخلفة يسهل استغلالها وابتزازها، بالإضافة إلى جبهة البناء الداخلي للخروج من الضعف والتخلف، وقد حققت الخلافة العثمانية إنجازات كبرى على الجبهتين رغم أنها كانت في آخر أيامها، وتمكنت من ذلك بالإمكانات الواسعة التي وفرها المجال الموحد الذي كانت تمثله والذي فرض عليها من جهة أخرى منطق الدولة العظمى الذي لا يجيز لها التخلف عن بقية الكبار وإن طرأ عليها ضعف في زمن سبقت فيه أوروبا العالم كله فإن عليها سرعة الإستدراك، وذلك خلافاً لدولة التجزئة التي قامت على أنقاض العثمانيين وولدت ميتة منذ البداية فلم تستطع الإعتماد على أنفسها في الدفاع عن وجودها أو إطعام سكانها أو كفاية حاجاتهم وذلك لقلة مواردها وعدم تكاملها مع بعضها البعض بل تنافسها وتحاسدها مما هو من طبيعة التعدد والإنقسام والتي جعلت الحل الأسهل لبقاء أصحابها هو التبعية لمستغليها من الدول الكبرى المعادية، ولهذا هضمت حقوقنا واستبيح وجودنا وزال أثرنا في الساحة العالمية، وثبت أن حالة الوحدة مع ضعفها أفضل من الإنقسام بعافيته.
