الإنسان اجتماعي بطبيعة، لا يستطيع العيش منفردا، بل يفضل العيش في مجتمع وهذا المجتمع لابد له من قواعد تنظم نشاطه وعلاقته بالآخرين، ومن مجموع هذه القواعد يتشكل النظام والقانوني وفي الدولة، وقد اقترنت هذه القواعد بجزاءات جنائية وضعت لمن يخالف هذا النظام والمتتبع لهذا الكتاب يجده مختص بالحديث عن هذين العلمين الإجرام والعقاب ، إذا بداية يعرف علم الإجرام ويبين فحوى هذا العلم، كما يتناول الجريمة من ناحية القانونية والناحية الاجتماعية، كذلك يوضح المقصود بالمجرم في علم الإجرام بغيره من العلوم الجنائية وينبري لتفسير الظاهرة الإجرامية موضحا مناهج البحث في علم الإجرام كالأسلوب الإحصائي، والاستبيان والمقابلة، ثم درس النظريات العلمية في تفسير السلوك الإجرامي العوامل الداخلية والخارجية والتي تضافرت لابراز هذا السلوك حيث فصل كثيرا في هذه العوامل كدراسة تاريخ الأسرة وما تحدثه الأسرة من أثر في نشأة هذا السلوك أو المساعدة على إبرازه بشكل واضح وملموس كما أن من العوامل الأخرى والتي تزيد من حدة هذا السلوك أصدقاء السوء ، إضافة لهذا فقد بين أثر العوامل الاقتصادية المتحركة والثابتة في الظاهرة الإجرامية.
