يقدم كتاب "الحرب والتغيير في السياسة الدولية" إلى القارئ نظرية جديدة مهمة عن تغير السياسة الدولي -إطار فكري يمكن أن يحول طريقة تفكيرنا في العلاقات الدولية. يرى الدكتور غيلبن أن الطبيعة الأساسية للعلاقات الدولية لم تتغير على مر آلاف السنين، وهو يستخدم التاريخ وعلم الاجتماع والنظرية الاقتصادية لتحديد القوى التي تحدث التغيير في النظام العالمي. ويركز في بحثه على النمو التفاضلي للقوة في النظام الدولي وعلى نتيجة عدم التكافؤ. هذا إن حدوث تغير في ميزان القوى -الاقتصادية والعسكرية- يضعف أسس النظام القائم لأن من يكتسب القوة يرى تراجعاً في تكاليف تغيير النظام وتزايداً في منافع ذلك. ونتيجة ذلك، كما يؤكد غيلبن، تسعى الجهات الفاعلة إلى إحداث تغيير في النظام من خلال التوسع الإقليمي أو السياسي أو الاقتصادي حتى تفوق التكاليف الحدية لاستمرار التغيير المنافع الحدية الناتجة عنه. وعندما تكتسب الدول القدرة على تغيير النظام وفقاً لمصالحها. فإنها ستسعى إلى تحقيق ذلك-إما بزيادة الكفاءة الاقتصادية وتعظيم المكاسب المتبادلة، وإما بإعادة توزيع الثروة والقوة وفقاً لمصلحتها.
