لم يكن بعض العرب غائبين عن التطورات التي مرت بها حرية الفكر والتعبير منذ بداية القرن الحالي، إذ شهر بعض الأقطار العربية أشكالاً متطورة من الحريات الإعلامية المقننة، ذات التوجهات الليبرالية، خاصة في الأقطار التي شهدت أشكالاً من الممارسات الليبرالية في نظمها السياسية والإقتصادية والثقافية، التي حاكت على درجات متفاوتة من النضج التجارب الأوروبية. كذلك شهد الفكر الليبرالي العربي إنعكاساً للأفكار الليبرالية المرتبطة بحرية الفكر والتعبير. صحيح أن هذه الممارسات القهرية من جانب القوى العليا صاحبة الإرادة، إلا أن هذه الإتجاهات الليبرالية كانت حقيقة واقعة بالإمكان تلمسها في أفكار كتاب مصر وسوريا ولبنان منذ مطلع القرن الماضي وشيوع الإتجاه الليبرالي لا ينبغي أن يهون من قيمة إضافات الفكر الإشتراكي العربي في هذا الصدد منذ الأربعينات من القرن الماضي. ومن الناحية الأخرى لم يكن العرب غائبين عن المساعي المبذولة على المستوى الدولي في إطار المنظمات الدولية، وحركة عدم الإنحياز لإقرار هذه الحقوق الإنسانية المرتبطة بالإتصال. ومع ذلك لم يسمح الفكر العربي ولم يتميز بشيء ما في معالجة حق الإتصال في جوانبه المتعددة، وكل ما حواه هو تكرار للأفكار والمعالجات الشائعة في الأدبيات الغربية أو الوثائق الدولية التي تتناول الموضوع. ويبدو للباحث أن الفكر الإتصالي العربي في مجمله أقل نضجاً وتجربة من الفكر السياسي والقانوني العربي، ولعل حساسية الموضوع أفضت إلى حساسية تناوله في إطار السياق العام الذي يتعين أن يعالج فيه. وهذه النقطة على درجة كبيرة من الأهمية يتعين أخذها في الإعتبار عند تقييم معالجة الفكر العربي لهذا الموضوع. ضمن هذا السياق تتم معالجة قضية من أهم القضايا في هذا العصر وهي قضية الإتصال والإعلام وبالتحديد في الوطن العربي بدءاً بحرية الإعلام والقضايا المرتبطة بها، وإنتهاءً بالنظام القضائي العربي، ومروراً بسياسات الإتصال، والقائمين بالإتصال، ووسائل الإتصال وأوضاعها. سوف يجد القارئ طي هذه المعالجات الكثير من الإجتهادات والتحليلات التي يقدممها الباحث على أنها، كلها بلا إستثناء، موضع أخذ ورد وتنقيح وتعديل...ن هذه أ
