تتناول هذه الدراسة مشكلة الاختلال الإخباري الدولي باعتبارها مشكلة أساسية في الإعلام الدولي المعاصر.
ولا تسعى هذه الدراسة إلى اختبار فروض محددة، أو إثبات شيء ما، أو ترجيح اتجاه في مواجهة اتجاه آخر، ولكنها تسعى إلى إعادة استكشاف جوانب المشكلة وأبعادها، وإعادة صياغتها في ضوء المعالجات المختلفة والمتباينة للمشكلة، وما أظهرته الدراسات العلمية المختلفة من نتائج، بعيداً عن الاتجاهات السياسية الدولية المتباينة والمتصارعة، ومحاولة وضع الفروض العلمية التي تشرح المشكلة، وتثير مزيداً من البحث والدراسة.
وقد حرص عند إعداد هذه الدراسة على الاعتماد على المصادر الأولية التي توفر بيانات أساسية صادقة ومحايدة عن البنى الأساسية ووضع بنى الاتصال وخصائصه ومشكلااته بشكل عام على النطاق الدولي، وداخل الدول المختلفة، وعلى الوثائق الأساسية التي تقدم وتفسر مواقف ووجهات نظر مختلف الفرقاء حول المشكلة، كما اعتمدنا على الدراسات الكمية والكيفية التي قدمت إلى المؤتمرات العلمية التي عقدت لبحث أطر المشكلة المختلفة، إلى جانب المراجع العامة في الإعلام الدولي والدراسات التي نشرت في المجلات العلمية الفصلية التي توفرت لنا، وخاصة تلك الدراسات التي وفرت معالجات كمية لبعض الأفكار النظرية والتفسيرات الفلسفية المتعلقة بالمشكلة، وكلها متضمنة في ثبت المراجع الموجود في نهاية الدراسة.
