إذا كان الإشراف والتوجيه التربوي هو المساعدة على التقدم فهو استراتيجية المستقبل للنمو والنهوض بالمعلم والمتعلم والتعلم والتعليم ومن أجل المستقبل تتحرك الأرض والكواكب والنجوم بالأمس، وكذلك اليوم فهي مستمرة في حركتها من أجل أن يأتي غد وهكذا تكون الحركة إلى النهاية، وعندما تأتي النهاية يكون الثبات، وإذا كانت الحركة تتضمن وجود طاقة، فإن المستقبل يتضمن زمن ومجال توليدها، وهكذا تستمر الحركة للمستقبل فلا حركة إلا للمستقبل ولا مستقبل بدون حركة، ومنها يحدث التغير سلبًا أو إيجاباً.
وكلما استمرت الحركة كلما كان هناك مستقبل، وكان هناك أمل ولذلك ينبغي أن تكون مناهجنا المستقبلية منفتحة مشرقة واضحة نعرف بماذا نفكر وماذا نريد وماذا نتعلم وماذا نخطط، وماذا ندرس أو نحلل أو نعالج.
وقد أدى التقدم السريع في جميع مجالات الحياة، والتطور العلمي والتقني إلى ضرورة مواكبة التربية لحركة هذا التطور، وما يرافقه من تحسين في الأوضاع الاجتماعية والتنموية، وما يتطلبه ذلك من إعادة النظر في محتوى التعليم، وبنيته، وطرائقه، وأساليبه، ذلك لأن التربية لا توجد ولا تعمل في فراغ، وإنما توجد وتعمل في كل متكامل، وعلى نحو وظيفي.
ونظرًا لأن التربية عامل هام في التنمية، فإن علماء التخطيط الاقتصادي أطلقوا على هذا العصر الذي نعيشه الآن اسم عصر التنمية التربوية. وفي سبيل معالجة مشكلة التخلف في مجتمعنا لابد من إعادة النظر في أهداف التربية ومفاهيمها ومحتواها وطرائقها على نحو يمكّنها من تحقيق أهدافها العامة.
ولا يتم ذلك إلا بتبنيها لمفهومين أساسيين يعدان من أولويات التطور، هما: ديمقراطية التربية وما ينتج منها من توسع في التعليم، وتجديد التربية وتعميقها، لأن الديمقراطية والتجديد هما مطلبا العصر الحاضر بما يختص بالتربية ولتلبية الحاجات المتجددة لابد من توفير قوة العمل الكافية، والمؤهلة تأهيلاً جيدًا للمهنة.
وإذا كان على العاملين في مختلف القطاعات، كل في ميدان عمله، أن يواصلوا التعليم، والتدريب، والتأهيل، ويتخلصوا تدريجياً من الاستسلام للأطر الجامدة، وأساليب أدائها، فإن حاجة العاملين في المجال التربوي إلى ذلك أكثر ضرورة وإلحاحًا.
